DeepSeek and MiniMax Approved to Open-Source AI Models

Beijing (Web Desk): Chinese artificial intelligence (AI) giants DeepSeek and MiniMax have received the relevant approval after completing the registration process for the global deployment and open-sourcing of their AI models.

According to Chinese state broadcaster CCTV, both companies have fulfilled the necessary regulatory requirements, paving the way for them to continue their commercial activities overseas.

Meanwhile, a separate post published on Friday by the social media account “Yuyuantantian” stated that internet users outside China had urged other Chinese developers of open-source large language models to make similar progress.

According to the report, China has expanded the scope of its proposed export restrictions to cover the overseas deployment of AI models that incorporate restricted or sensitive technologies. The move is being viewed as the latest effort to limit the transfer of strategically important technologies and equipment for national security reasons amid growing geopolitical competition with the United States.

On October 16, China introduced new proposed export control regulations covering 23 different technologies related to AI. These include AI models, agents, and computing clusters. The measures aim to safeguard national security amid intensifying global technological competition.

However, according to China’s Ministry of Commerce, exports of most AI technologies will continue. The licensing process will also be simplified for Chinese companies exporting open-source technologies and operating computing centers overseas.

The Ministry of Commerce has clarified that the new regulatory framework sets limits based on the technical specifications of AI models and the scale of their computing capabilities. Nevertheless, exports of most AI technologies will remain permitted.

Officials said provisions for a simplified licensing system would also remain in place for companies involved in open-source projects and the operation of computing centers overseas.
