Government Finalizes Mobile App-Based Fuel Quota System, Subsidy Limited to Low-Income Groups

Islamabad (Pakistan News): The government has finalized a mobile application-based fuel quota system for motorcycles, rickshaws, and vehicles up to 800cc. The initiative aims to ensure targeted subsidies for low-income groups and reduce overall fuel consumption.

According to officials, the system’s framework has been finalized after review by the Oil & Gas Regulatory Authority (OGRA), Ministry of Finance, Petroleum Division, and Information Technology authorities. The government will decide whether to extend the scheme to small cars or keep it limited to two- and three-wheeler vehicles.

Under the plan, each retail outlet must have at least two mobile phones, while consumers will generate digital vouchers through the app. Retailers will scan or enter the vouchers, and the system will automatically verify the available quota. For example, if a user requests 20 liters but their quota is 15 liters, only 15 liters will be provided.

The government clarified that the subsidy for two- and three-wheeler vehicles will be dispensed through dedicated dispensers or nozzles to facilitate distribution. All oil marketing companies have been instructed to appoint focal persons and provide 24-hour monitoring to ensure effective implementation.

Officials noted that recent increases in global oil prices are due to the Middle East conflict and stranded ships in the Strait of Hormuz, while domestic demand remains steady. The government estimates the cost of maintaining prices unchanged for two weeks at PKR 70 billion.

The scheme is considered a significant step toward delivering fuel subsidies transparently and efficiently to low-income consumers.
