FBR revenues fall short by Rs 868 billion, fiscal pressure increases

Islamabad (Commerce Desk) — The Federal Board of Revenue (FBR) has faced a revenue shortfall of Rs 868 billion during the first eleven months of the fiscal year 2025–26.

According to official figures, between July and May, the FBR collected Rs 11,227 billion against a revised target of Rs 12,095 billion, resulting in a significant shortfall.

Sources said the main reasons behind the decline include a slowdown in economic activity and extended Eid holidays, both of which negatively impacted tax collection.

In May 2026 alone, the revenue gap widened to Rs 184 billion, as the monthly target was set at Rs 1,150 billion.

FBR officials said that final figures are still awaited and some additional recoveries are expected; however, achieving the overall target has become a major challenge.

To meet the revised annual target of Rs 13,979 billion, the FBR will need to collect approximately Rs 2,752 billion in June 2026, which appears difficult under current conditions.

Officials added that if total collections reach Rs 13,000 billion, it may be considered a partial success, but the clear gap between the target and actual collections reflects mounting fiscal pressure.
